At the East Asia Summit meeting in Brunei last week, Secretary of State John Kerry had barely finished counseling Southeast Asian countries to stick together in their quarrels with China over the South China Sea when Prime Minister Li Keqiang of China embarked on tours of Thailand and Vietnam.
On the first of those stops, Mr. Li fared well. On the second, he trumped Mr. Kerry.
In Hanoi on Sunday, the Chinese leader sealed an accord with Vietnam that called on the two countries to establish a joint working group that would resolve maritime issues between the two countries. This flew in the face of Mr. Kerry’s advice to the Southeast Asians to develop a common code of conduct for the region rather than make individual deals with China. Read more…
